It's gonna be boobs o_O Oh, that's a pretty dress! I wouldn't care much for a church and/ or religion that thinks its wrong to wear.

This will vary depending upon the level of observance of the particular rabbi and/ or congregation. My advice is to call the rabbi of the synagogue and ask him/ her.

In an orthodox Synagogue you would need to cover the neck and arms, so no.

Orthodox: no. neck, arms, and others. Conservative: depends on the synagogue. Reform: Most reform wouldn't mind, but would dis-approve.
